EUnited PM 10/2.5 Test and Label for Sweepers 

The EUnited PM Test is a standardized procedure developed by the Sweeper section of EUnited in 2012, in cooperation with Canadian PAMI and conducted by SGS Institute Fresenius. It measures how effectively sweepers reduce and contain particulate matter (PM 10 and PM 2.5) fine dust particles stirred up during street sweeping. 

This test ensures neutrality and is only available to EUnited members. Sweepers that pass receive the EUnited PM Test label, a mark of verified dust control performance, now widely used in Europe and beyond. 

Why it matters 

  • Fine dust poses health risks in cities.
  • Local authorities need a reliable standard to compare sweepers for effective dust control.
  • The EUnited label is increasingly requested globally for procurement.

  • Conducted in a controlled indoor environment to avoid external variables. 
  • Sweepers clean a fixed track simulating real urban conditions. 
  • Fine dust levels are measured before, during, and after each test run. 
  • Performance is evaluated by how much dust is absorbed vs. how much is emitted.

The test covers all types of sweepers (truck-mounted, compact, towed) and aligns with the DIN EN 15429-3:2015-05 standard, making it a recognized and trusted benchmark in clean air efforts.

In response to evolving European air quality regulations, the EUnited Municipal Equipment group has expanded its PM Test procedure for sweepers to include PM2.5 (fine particulate matter). 

Regulatory Background 

  • Under the EU Air Quality Directive 2008/50/EC, cities must limit PM10 levels (in effect since 2005). 
  • As of 2015, PM2.5 limits also apply, with further reductions set for 2020. 
  • These regulations have led to increased customer demand for validated PM2.5 performance in sweepers. 

Industry Response 

  • European sweeper manufacturers, coordinated through EUnited, modified the existing PM10 test to also measure PM2.5 absorption. 
  • The goal: test all current sweeper models on the European market for PM2.5 performance by IFAT 2018. 
  • This expansion enhances transparency and supports municipalities in meeting air quality targets.
